The European Commission has adopted a launch to require European member states to reduce the use of lightweight plastic shopping bags, especially to reduce the consumption of plastic bags less than 50 microns thick. According to the European Commission, such plastic bags can only be used once in a plastic bag factory, but in the case of a permanent space, especially for marine life. Member States can choose to take this extra step to address this topic, including setting the purpose of national reduction, charging for the use of plastic shopping bags or restraining use under special circumstances.

It is estimated that in 2010 the EU market used about 100 billion plastic bags, which is equivalent to the average annual use of 198 plastic shopping bags in the EU, 90% of which belong to lightweight plastic bags. According to the EU Situation Bureau, only 6.6% of plastic bags in the EU were accepted for ziplock bags, 50% were landfilled, and 8% were littered.

EU situation commissioner Potočnik said: "We are accepting the pace to deal with this grim situation. In Europe, more than 8 billion plastic bags are thrown away as garbage every year, causing serious damage to the situation. Some EU member states are already reducing The use of plastic bags has achieved great results, and if other member states can follow up, the consumption of plastic bags in the EU can be reduced by 80%."
